An urgent circular was distributed to all provincial governors on Thursday by the director-general of the Local Administration Promotion Department instructing them to ensure transparency in the management of fund for the scandal-tainted school lunch program in their respective provinces.
One guideline calls for schools to adopt the Thai School Lunch (TSL) program which was jointly designed by the Nutritional Institute of Mahidol University and the National Electronics and Computer Centre which has been recognized by the Education and Public Health ministries. In case schools buy materials to prepare lunch for their students with the fund provided, schools should encourage parents, housewives group or volunteers to take turns to inspect the procurement of raw materials or the preparations of lunch.
For the sake of transparency, schools should list the items of materials used each day in food preparations and announce them on weekly or monthly basis.
Procurement of raw materials to prepare lunch must be checked on regular basis and the committees to check the procured materials must be rotated.
When there are complaints of alleged irregularity, the supervisors or local administrators in charge of lunch program must order a probe immediately to resolve the problem and to punish the wrongdoers.
