Despite widespread corruption which is now under investigation, the fund for destitute people will not be dissolved, but the recipients of the fund will receive their handouts which will be wired directly into their bank accounts via PromptPay system.

Napa Setthakorn, director-general of Social Development and Welfare Department met secretary-general of Public Section Anti-Corruption Commission (PACC) Lt-Col Korntip Daroj on Thursday (March 22) for discussion on the fund for the destitute and on preventive measures against future corruption.

The two agreed that the fund should be kept because it is useful to the destitute people, but the payment system should be made through PromptPay system although they admitted that the system has a drawback for people in remote areas.

As for the ongoing investigation into fund disbursement in 49 centres for the destitute people, Ms Napa said that if the centre directors were to be transferred for being implicated in the corruption, their deputies or assistants would take over their jobs in acting capacity which would not impact on the work of the department.

Regarding help for the poor or destitute who have not been paid, she said help would be given on case-by-case basis.  But non-financial help in the form of occupational training or medical treatment can be carried on, she added.
